No official news, but generally 48h prior to release, so code and preload should go out in about an hour. Worse case scenario couple more hours or on launch :D

If only there's some way to force a minimum download speed of 1GBit everywhere.

That way, there would be no reason for anyone to preload whatsoever.

How would you propose that for places where the infrastructure doesn't cope with the demand?

Many places in the UK has no fibre infrastructure, And quite a large portion of the UK only has fibre to the cabinet which then goes from the cabinet down telegraph poles ( ADSL )

I can download the 100gb in about 30-40min, probably an hour max, though it is faster to unpack the game in 10-15min
