First time I played TLOU I only had 16GB. No crashes, no problems.
I upgraded to 32GB ram at the end of April.
Played TLOU again last month, there was no difference in FPS nor performance.
Playing at 4K ultra with either 16bg or 32gb made no difference for me.
Playing on 1080p and got an RTX 3060 (12GB), Ryzen 5 3600
Here is how it looks without that overhead on all ultras

Windows takes a good chunk & then all your apps on-top of newer games using more ram.
It's a cheap & simple upgrade...
No, a min of 16Gb RAM, but optimally, 32Gb, and more so if your running the Devil's child, Winblows 11 ;) VRAM is much more important with this game, and again, 16Gb is the minimum I'd recommend for a trouble free experience :)
