Im having this same issue with a RTX 3060 TI since day 1 couldn't even pass prologue what a shame. I did everything to try and fixed it and nothing

Hi. I have a solution that fixed it. go to MS website and download both x86 and x64 Microsoft Visual C++ Redistributables. be sure to download the ones with Visual Studio 2015, 2017, 2019, and 2022 name. If prompted to repair them. restart after installing both. The problem for me was that i did not have x64 installed because i deleted it by accident. and you are good to go. no more errors and crashes. Hope i was able to help. here is the link so you can find it easily.

It was tried, uninstalled and reinstalled from 2005 to 2022, but still did not help, DirectX and NET Framework also reinstalled several times, reinstalled the video card driver. Nothing helped.

The PC port is deeply flawed and crashes even on the highest end rig possible like I mentioned in another post with my PC specs. It's a struggle to finish the game without crashes. One of the best games made in the history of gaming spoiled by this port. I remember it running flawlessly on my PS3 back in 2013. If the Sony PS3 could handle this game with the best graphics that the PS3 could push back in 2013, why can't they get the PC port to run without issues in 2023 despite these patches?

I had got exacly same issue. On RTX3080. Nothing helped. I analyzed dump files and understand that the problem caused by nvidia driver. Downloaded last relise from their web page and made the clean install (check box in driver install dialogue). It's helped! Hope it aslo resolves your trouble!

While i was trying to fix this bug i reinstalled the game several times. But i am sure that it doesn't made any sence.

So, unfortunately, I could not read the dump and find out what the problem was, but I also reinstalled the driver with a clean installation, it also did not help

I have RTX 3080 as well and I was having this error, with driver 545.37:
0;31mERROR: Unable to load g_textDbNet

I did the same procedure as dhonhack (by the way, thanks a lot for the tip), I downloaded the driver:

and it started working again.

Just in case driver version that worked for me is - 536.67 from 07-18-2023. Try this prticular one. Maybe it will help.
And soft that can read TLOU dumps is Debugging Tools for Windows. It can be googled easely.
