1. check task manager, do you have multiple GPUs? (NVIDIA & Integrated)
1.1 NVidia settings.. check 'Preferred GPU'
No, I only have one GPU.
I'm not sure where to select preferred GPU because the game tells me in the settings that it recognizes my 3070 but doesn't seem to use it at all.
It's a management software that's available on the nvidia site.
It allows you to tweak the card settings.

I've tried researching fixes and implementing them best I can.
well... in this case you just have broken monitoring software then. this is not a game issue, tho. but the mainboard and gpu drivers having some quirks. maybe the mainboard and gpu manufacturer cut some corners. this sh!t happens.
it's not a game issue tho, is it?!? i mean... i'ts running fine on your end, i guess?!? you just don't see what it is doing. that's okay if your hardware can handle it. yo
Yeah, I guess. Auto settings are on which is a mixture of high and ultra graphics, and it's capped at 80fps. So my CPU is running at about 60%+ on cutscenes and 90-100% loading new sections, and about 75-80%ish when playing most gameplay sections outside of the intro of the game which was literally 95-100%
