For those who want to refund regardles the 2hr limit...
...it is possible. Maybe a bit late, but I thought I'll drop in the infos. Thanks to @hummez for doing the research. I formatted it and added additional information.

Explanation: many have had exceeded their refund time with shader compliations, others still experience constant crashes and/or suffer from other dramatic complications.

If you have over 2 hours time played, steam refuses your refund request and you live in EU, UK or Australia, retailers (Steam/Valve Corporation) are required by consumer law to provide a refund for a faulty product , regardless (!) of their refund policy.

Here are some links to those laws and where to submit a complaint if you are refused by Steam's refund "system" (unfortunately I have no infos about other regions).

Bear in mind: this only works for people in range of the recommended PC specs. If you bought a game with an underwhelming system and it creates problems that's your own fault. Take it with a grain of salt, but you might expected to prove the faults of the product (video/screens/etc..), but I connot confirm this.

Like I said, it might be a bit late since patches have dropped in. But I appeal to everyone who reads this to copy/paste/save this information and act accordingly if you ever purchase a faulty product/software/game here on Steam ever again.

It's important to know your rights and that there is a vaild chance to go against the greed of the industry.

That's really unfair to those people that had to wait an hour or two for the shaders to load and then play the introduction section of the game afterwards. I myself had to wait 35 minutes for the main game.

It took me like 7 hours the first time, I left my negative review because it couldn't be refunded, it was practically a robbery, currently it takes me 29 minutes to build shaders.

I had a similar experience when it came out. For a while, everytime I opened STEAM I'd get irritated. I should've followed me gut and immediately refunded the game. It runs OKAY now but its still not 100%.

If it took you 7 hours to compile shaders, what in the nine worlds made you think that you can run a game from 2023 decently on that system?
Its mindblowing to me that you could even start the game with such a slow CPU
