Go look here:
https://gpu.userbenchmark.com/Compare/Nvidia-RTX-3060-vs-Nvidia-RTX-2060S-Super/4105vs4049
They have the same benchmark results.

8GB and 12GB are not the same performance wise :)))
Your title:
"3060 8gb is worse than 2060 super, who made this recommendation chart?"
Yes the 3060 8Gb has the same VRam as the 2060super, which happens to have 8Gb. Wow big Deal. Big Deal.

What is your point anyway? Do you really get offended by your own stupidity?
Amateur.
Rub your 2 braincells and answer yourself why 3060 8gb gpu is paired on their chart with 2070 super while being inferior to 2060 super. You can do it ;*
Thats why they are paired.
It's like this 3060 8gb<rtx 2060 super<3060 12gb<2070 super<3060 ti.
Difference is quite significant.
Not to mention amd rx 5800xt, a gpu that doesn't even exist.
These cards listed there roughly have the same power. There might be small differences but they are not significant enough to differentiate them in a two way chart.
I made no comment on the non existing Rx 5800xt.
Anyway the point is that you pretty much know what to expect with your card by reading those specs.
Nothing more to it.
Using vram as a metric for GPU performance does not strengthen your case of knowing what you are talking about.
8gb has 128 bit memory bus compared to 192 bit of 12gb model.
It chokes bandwith speed significantly

I did not used vram as performance metric but to differentiate models.
In your opinion how else I should refer to these gpu's if not their vram size?
is it worth it it and sell my 2070 to over half pay for it?
The only case in my opinion that it would be "worth it" is if you need those extra 4gb of vram.
