Another situations:
1. might be a memory issue, try lowering RAM speed and disable XMP if it's on.
2. try reinstall windows if nothing more works
Memtest86 and CHKDSK was run with no errors.
The event viewer only shows, Event id 1000 application error with no other errors.

Which is an "access violation occured"
Exploit protection is turned off for EAC and AC6
I change the file security settings so it has access, with no luck.
Found the issue, you can't assign specific cores with this game for some reason.
could you clarify? i am also having this issue and would like to fix it.
Since Windows 8, reinstalling Windows is, 99% of the time, a total waste of time unless you fully format the storage while doing it (which is just an insane pain in the butt to reinstall/download everything again).
Since Windows 8, the main culprit when it comes to error popping out without much of an explanation is a mild registry corruption. To clear a registry corruption (since W8), the simplest method is to create a new profile and transfer the content of the C:\Users\USERNAME\AppData from the old profile to the new profile. (This allow you to keep approx. 90%-95% of what you have already set up on your old profile. There are some stuff that will requires a re-installation though or you will most likely have to log back in with apps you were automatically logged in for a long while.
So if you got some irregular issues with a game that refuse to launch, you can try to create a new Windows profile, change the Windows profile to the new one, install Steam (if not already installed on all Windows profiles), log in your Steam account, set the same installation location as set on the other Windows Profile, then try starting the game.
If the game starts without any problem, you know that your old Windows profile is now corrupted and thing will only go downhill from this point unless you switch over to the new profile.
