i kept hearing that he was gonna make an appearance in this game since hes been in past ac games.. what happened? the closest thing that reminded me of patches was swineburne during that mission where you can choose to let him go or kill him

Nope, From never promised any cameo.
If I have to say, Patches feel closest to Iguazu, kind of an ♥♥♥♥♥♥♥ rather than his mellow self in ER.

The voice actor for Walter is Patrick Seitz, who voiced the "Patches" character in Armoured Core: For Answer (though later versions of Patches such as the DS series were voiced by William Vanderpuye).

Apart from that, Swineburne is this games nod to the running patches theme.

And don't forget Patch comes from Armored Core Master of Arena which came out 1999. And that game shares nothing with AC4A in setting, so saying a different setting is the reason why no Patch is not a good reason. I would just assume no Patch this time because they just didn't want Patch in this game. Also the reason why I keep calling him Patch and not Patches is because in Armored Core he is named Patch but he is the same character.
