Basically like an overarching governing force I believe not even the corporations mess with. Imagine them like the Galactic Empire from Star Wars. They are just like a presence that will mess you up if you overstep your boundaries or when they absolutely want something.

Check the news tab on Steam? That's where I found this link. Perhaps it's different if your location is set to Japan.

I'm definitely set to Japan, (living in Nara specifically) and despite all the language settings being set to Japanese, all the posts for this game are in English and link to the Bamco EU site. I presume it's because the PC port is seen as mainly a way to sell to the foreign audience; Monster Hunter does the same thing.
