People will always go for the best equipment because that's the standard. It happens in every game once the numbers are crunched.
Forcing your opponent to idle for 2 seconds, disrupting their attacks and dealing them extra damage, is far too powerful to ignore. Why wouldn't you take advantage of it? You're encouraged to play this way because your goal is to win, and the game's mechanics are designed to allow you take advantage of them without any real checks and balances, like cycling weapons, firing postures for shoulder cannons, or heat management.
And those same players are the reason why we don't have extension parts, like flares and ECM makers, which would help combat against missile boats - because From Software thought it would be too overwhelming, so they dumbed AC6 down.
the whole point of the game is making builds that counter others, everything in this game has pros and cons and you can easily space double zimmers with a butterfly esqe build

OP just has to use his skills and punish scrubs I guess.
Should just actively start spamming randomly cobbled-together anti-meta ♥♥♥♥♥♥♥♥ to gaslight dual zimmers out of the meta and into the pool of "It's OK at best"-tier.
In every game, the most frustrating things a developer can ever do is take control away from the player. So just playing and suddenly all momentum, all control, everything just yanked away from the player as they go through a 5 second stagger animation where damage piles up gets annoying real fast.
Even if stagger just made you turn very slowly, but you kept for forward momentum, would be much easier to deal with. THe concept of going from a speed of 350 to 0 in a heartbeat when staggered in midair is jarring and frustrating.
the whole point of a light weight build is high evasion which requires not getting hit, they're not going to rework stagger because it's a punish mechanic, literally git gud and not get hit or just play a tank build and kind of not give a ♥♥♥♥
Their stagger implementation is terrible. Multiplicative damage for.... well no reason at all I guess.
I honestly have no idea why they added this system to multiplayer, but to be fair, they did warn that multiplayer wasn't the focus.
