After a certain mission, Carla asks something to the effect of "What happened to 617 and the others?" Presumably, 617 was Walter's first.
Maybe. Maybe it's the number of subjects that went under his generation 4 enhancement, regardless if they survived or not.
Ultimately, it's From Software storytelling. It's not clearly explained
RIP our fallen brothers. Mission complete.

All in all its a miracle 621 even makes it to Rubicons surface, or Rubicon at all really. Its a grotesque marvel of biological engineering and the strength and that of the human spirit to endure and later thrive.
Its also a miracle ANY of the subjects survived and made it to Rubicon, even though they mate with a bleak fate.
You character breaks the cycle and can take charge of their destiny and have an impact of the destiny of many others, and decide the fate of many others as well.
TLDR Pretty much they all die and you are a bonafide Jesus miracle for living as long as you do.
