The HC officer is far harder to kill due to the space available on that one fight with it, while the other fight with the HC is in a more open space.
think about the weapons you are taking. you need to either break the shield or get around it somehow.
If you stay too close to them, they jump into the air and hover. It makes fishing for a melee opening a pain.
If you try to boost kick them out of neutral, the HC can shield bash you on reaction.
The shield bash has almost no recovery. So if they miss and zoom past you, its already guarded by the time you turn around.
It can build up stagger on your AC very quickly. If you are chipped a few times, there's very little cover available to allow your stance meter to go down.
Not sure how to approach defeating it without stagger yet. Seems like its intended to check the opposite (i.e. does your AC have enough "stagger per second"?).
Unfortunately, I still had to use stagger to deal meaningful damage, due to the shield. Not sure if it is possible to beat the HC without staggering.
If you want the easiest time possible your best bet is the same method that works for literally everything in this game - to go hyper aggressive on him with Assault Armor, explosive damage, high stagger kinetic weapons and melee. Blow him up before he blows up you.
