I think you can just buy it late game or in NG+.
It also means you are more capable of meeting the power load of huge lasers, as I think it even has higher output than one of the "specifically for laser damage" generators too.
When you have no idea what generator to use. Default to the hefty 5k weight VP-20C that looks like they glued two smaller generators together. Then go from there. The EN damage generator with less ♥♥♥♥ output but even worse regen stats weighs in the 10k range.
Also, consider the absurdly huge double barrel laser rifle. AI wants to dodge it more often, but it is nearly 800 damage by default with 108 shots. it overheats fast though, but that is basically nearly double laser shotgun damage with rifle range.
EDIT: I just rage cleared Walter by dual wielding the giant twin barrel laser rifles on the big reverse joint legs. With the 100 EN generator. and, this is important. ZERO OS ranks of energy weapon damage. just direct hit damage.
