I honestly felt like this was a terrible design element in the game too. "Magic" sky lazers with pinpoint accuracy for nuclear instant-transmission death beams. Yay, so fun...
You can literally go the entire mission without "dodging" a single laser, just by staying in cover and moving fast enough that it can't get a lock on you for long enough to fire.
The easy method is going under the bridge as mentioned, but dodging at the last second is also viable too (I did it both ways since I quit the mission once to go shopping for Spider).
