What does the Decision mission in chapter three do

Eliminate the Enforcement Squad
Destroy the Special Forces Craft
if i pick one can i play the other?

i didn't saw that i have to chose one, enforcement squad was too hard so i left it and did the other, then realise i couldn't do the first one :/

If you pick one you can’t play the other till ng+ as for what specifically it affects currently I’m not sure but it was mentioned that it does change up future missions to an extent.

No if you pick one it alters the story and missions available to you. NG+ will let you play through the missions that the choice locked out.

you basically pick what side you're fighting for, corporations or the freedom fighters, i think after you do a new game + and finish both options, a 3rd option should open up. :)

I picked Destroy the Special Forces Craft and it's a great farming one...one easy enemy for 300k.

I don't think the choices early on really alter the story. I think the later decisions in the final chapter are what decides the ending.

I think that mission where you get it is mandatory, so you can always get it.
