Linear rifle is the best until you get plasma.
In theory you could be the giga chad who perfectly balances stagger cooldown to always be hitting it with more effecient weapons but that's unlikely to be true.
It's what i imagined, but on enemy AC's the stagger meter would go down during reloads, so definitely not useful for that purpose.
You will not be doing "EZ mode stagger!" like people who can't think in any terms of OP or not OP claim. But they sure as ♥♥♥♥ were more useful to me on Balteus than pulse guns! (the twin laser cannons, also probably helped).
Rifles are better for sweeping a level of fodder from safer distances. But enemies that know how to dodge love evading rifle fire a lot "Please stop dodging my linear rifle. oh my god I am not even stopping to use charged shots."
os tune to turn on weapon hangers and you can swap for blade and something else heavy once enemy is staggered, shield is down, etc.
