Just dodges his moves, and only uses his laser guns on his back when he staggers it.

Start of the fight fire back weapons, assault boost in for a melee and start dodging
But I kind of brute forced it with a middleweight so I'm not sure how to use a lightweight against it.
I attempted originally on a reverse joint legs which I think there's only one set at that point and they're lightweight, found it kind of rough. Switching legs helped.
Eventual victory was "♥♥♥♥ it, TWO laser cannons! With uzis!" and just meatwallling praying for the best.
I like melee, but I got sick of busting his shield with BUBBLE BLASTER, stabbing him once with the pulse blade, and having him already halfway across the arena before my second swing could hit him.
Man. Enemies really love having no meaningful stun time unless they are fodder, or "The gimmick is they stun for an hour".
Even the pushover test AC bounces back so fast you can't use a charged shot or swap your cooling down blade for a grenade launcher without them dodging the shot even with their meter still full red.
Meanwhile, the sweeper stuns so long that I could stop to reload when my weapons missed a stunned boss weak point from close range for the Nth time.
His missile swarm is an absolute pain the ass to evade, so be ready on the dodge action to weave yourself in deep to break out of the trajectory of the incoming volleys. Don't prioritize attacking if the missiles are already deploying, otherwise you'll get chewed up real quick. Prioritize evasion when he deploys those missiles. His other big grenade shot is easy enough to dodge since it's unguided. If you don't wanna double up on missiles, a shield is handy for his gatling gun, otherwise you're just gonna have to strafe around his spray. This is a fight that needs patience. Don't cave into urgency to constantly chase him if it's making you susceptible to his attacks. He'll come to you eventually.
The rest comes down to timing and good judgment.
If the helicopter is the mini-Genichiro, this guy is an early Ashina master, LOL. This Sekiro guy will terrorize players during his entire career, LOL.
I still can't tell where is the skill in this game. I still feel forcing my way. When I die, pressing buttons bad, when I pass, pressing buttons good, LOL. Still can't dodge anything clean, always took chip damage. Only thing I noticed is that the AI wants to catch panic quick dodges. Balteus uses his bazooka for this. Never quick dodge in succession to the same direction or you'll be caught. Cleanest stile I could find is quick dodge->slide a bit->quick dodge do opposite direction (somewhat akin to 3gen bunny hoping). Once I could avoid his bazooka this way, the fight became much easier. His flame thrower I could not figure out how to dodge and just tried to stay away.
This isn't Armored Core, don't play it like it is. Figure out what the devs want you to do, then rebuild around it.
it is an intense fight
As for my shoulder weapons I was using missiles, which I think is less important, you can go with your preference. The main challenge on this guy is the shield, which I found my Grenade/Bubble combo worked well for.
