I'm positive it's because you need to get the deluxe edition but it was not worded that way on steam store page. Literally says "pre-order bonus" So yea... kinda lame.

nope, ain't how it worked for me. I've got standard and I still get that sweet sweet Tenderfoot. I assume you've reached the part where it actually lets you build, and I'm just gonna assume you've already checked your owned parts. In which case it may be that your steam was funky and didn't DL the "dlc" that basically tells the game "yea this guy pre-ordered, give him the stuff" which should be an easy enough fix.
