PC Crash When Steam Downloads AC6

I can play other games
I can browse and other user apps on my PC
but it systematically crashes when I try to download Armored Core 6

Windows 11 Home
AMD Ryzen 7 5800X
MEG X570 Unify
64GB RAM
3070

it crashed my PC about 4 times already
not even a Blue Screen of Death

each time the download gets closer to finishing
1) 4GB / 47GB
2) ? / 47GB
3) ? / 47 GB
now I'm all the way 45GB / 47GB

I've had similar problems with APEX Legends
but other games I'm playing are fine

network issue?
regedit?
I have no clue

event viewer shows 10016 ID as the cause
