Will it also be dx12 only?
Or they will learn how to add Vulkan on windows

Minor possibility but highly unlikely. I don't think a year's a realistic enough frame for them to do something like that, the best we can hope for is better optimisation post Elden Ring (with it being started prior to ER's development, and coming out after)

DirectX 12 is Vulkan on Windows. They share the same source and almost all the same features, the only difference is DirectX is vastly easier to work on from an API perspective. Vulkan is Obtuse as hell, but does give you greater control over things like Memory. That's excellent in the hands of Guru level programmers like John Carmack. But those kinds of programmers died out or moved on to the AI field some time ago. Now we have Art School grads that steal two-thirds of their portfolio from Github.

It's an absolutely valid reason for DirectX 12 to exist, but it does mean you have to work a little harder to be successful.

Also confuses me that dx12 can use different "levels" like 11_0, 12_0

DirectX is a collection of many different components. Direct3d, Direct2d, DirectAudio, and so on. Using an older version of any of those makes sense in some circumstances. Like you can use dx12 package, but use d3d 11, which is often associated with dx 11. It isn't all or nothing.

I can run Monster Hunter Rise demo (which is dx12 but ive no idea which component level actually), but i'm being told i can not do Elden Ring on my setup (even if my gpu supports it, it is most likely prevented due to my outdated windows10 version which im too stubborn to update until i go and buy new PC alltogether).

I wish there was a benchmark or tool to actually test if you system can run any combination of API version and component level. Instead of just displaying what my gpu supports via gpu-z.

I'm running Elden Ring on VERY outdated Windows 10. Whoever told you that is lying. Have you physically tried the game yourself?

No, I haven't as I was fearing to going through hassle of buying then refunding if it wont work.

They do it via retranslating it into dx11 afaik but worse performance

Though with Eldern there also was a "problematic" EAC which e.g. led to BSOD if your bios is certain manufacturer and old
