I used the stowaway that gives a bonus in staggering and chump to get hits in between so the meter didn't go down. You can beat him with an optimized build IMO.
The blue attack is consistently dodgeable, you just have to wait until he appears before you dodge. If you dodge right when the symbol comes up you'll get hit every time.
During the sandstorm phase you can simply turtle up in your shell, or use the many crab husks littered around to drop decoys.
Same for his sandstorm attack, don't overreact (you can do that once or twice, but after that you should know better.
When you are at the village where the sniper crab was, go up there on the hill, there are a few hanging grapple points and then just follow the path up.

Even with no Umami investment the adaption has a fairly potent snare/stun that lets you set up a painful charged attack.
