frightened?

Can someone please explain to me how the frightened condition works in the intimidation crab fight. I feel like I have no clue how to avoid it. sometimes dodging works, sometimes blocking works. I don't get it.

I believe the closer you are to him and the more your character is staring directly at him when he uses it, the harder it hits...

So the way to avoid it is to dodge to the side or away from him while looking the other direction.

I'm not clear on what being "frightened" even does - though maybe it never fully proc'd on me before he killed me.
