Yeah, you can only get the Hell Manor Paul after you got the ones in the prior 11 stages. For what it's worth, Deviled Gardens', while somewhat obscure in how to find it, is not hard at all to get in practice. Legit, got it by accident while trying to find where the tape in the level is.
