Chest behind bars in the library

I thought perhaps after collecting the books for Ulara the bars would open but they didn't. Will they open at a later point in the story or do I have to do something else for that to happen? Thank you

Thanks! Could you give me a slight hint as to what I should ask her about? I tried talking to hear about "CHEST" and "SECRET" but she didn't talk to me about that chest.

Ulara has a little pool of secrets that she dishes out at random (I should make it cycle for the next update) if you say INFO, GOSSIP, SECRETS etc. I think BOOKS or LIBRARY might work too but don't quote me on that!
