Stuck at level 15

So are we stuck in lvl 15 due to the server I'm in? I can't really advance the story due to not being able to get to level 16.

Yea, it seems the server level cap is 15 at the moment. You can see the current server level cap in the schedule in the top right of your screen.

I upgraded my Homestead to level 2, and then it said I could now reach level 25.
Menu - Homestead - Upgrade.

I am still at level 13. So I do not know if it works.

Yea, I think 3 is the highest for base upgrades atm until tomorrow when the player level cap increases to whatever its gonna be tomorrow.

Unfortunately we can't go past 15 atm. That should change tomorrow.

Seems kinda like it with the level cap slowly increasing. Hopefully they increase the level cap by at least 15 tomorrow.

okay I see where to upgrade homestead now. But now it won't let me upgrade to level 3 because, "Homestead has no territory locker" wtf does this mean

Its part of the main quest i believe. You need to track it from your quest list and build it in your base
It looks like a safe.

You can upgrade your Base to Level 3 at Lvl 15
after that you can Upgrade to Level 4 reaching Level 25...

Only the first few days will be like this, after a while leveling will start taking days and weeks per level. At around player level 40 this will start to become apparent so just take it slow and enjoy the game.
