Yet To Start: Few Missing from my list

So i managed to do most the "yet to start" with a little help from players on you tube that showed where the event is (game doesn't tell you on the yet to start). I have a few i cant start though,

Wilderness Anecdotes I am stuck on are:

Driving Expert - it says i have to go to the Billboard in West Outpost, yeah I did that and nothing there? So not sure how to start that?

Secret Letter - I went to the house and retrieved the letter from the body, the game now says I have to go to the top hill, I followed what someone did on you tube and waited for a downpour and thunder, the NPC doesn't appear for me? I tried this twice, no NPC?

I have 6-7 left to finish and am hoping to finish them all.
I am still halfway in the 13th Rabbit but needed a intermediate lockpick, my scavenger skills werent high enough to do this, so need to work on this daily.

Any help here or suggestions?

One worked for me today, i didnt do anything different, i wait for a downpour (like last time, ran around the hill and the NPC suddenly appeared out the blue, outta thin air, i got my reward so knocked another down. (this was secret letter)

I just have 2 -3 left to do. Driving expert and there is one that i talked to my camp about they say is bugged so looks like i cant do that, Shelter Kingdom. It says you have to do it on the first day or two of missions....so i may or may not be able to do it, as one person in my camp said he cant complete it either.

This leaves the 13th Rabbit which i need to finish but need to get Scavenger Role upto 14 to continue!

Cannot finish thirteen rabbits' mission. been through it 3 times will not let me finish.

I managed to do them all, except driving expert. It wont let me go and do this one. The menu says to go to town and see the billboard, which i do but the quest isnt there because i took it down myself at level 40, but since i got to level 60+ it wouldnt let me do it, now im level 92 and still cant.

The 13th Rabbit was silly, i had to youtube the solutiob
