They dont have any grade 0 in their deck besides the one they start with.
That said, this is obviously meant to ease you into the start of the game and I don't see this changing on release, as you'll only have access to a Start Deck at this point and won't be able to build a proper deck until a bit later when you can actually farm for VP/CP.
Speaking of decks though, Bruce has been my fave. It's clearly the strongest out of the box as the main gameplan doesn't require you to do much other than go through the regular turn-by-turn, same goes for Nirvana but it's a bit more piece-reliant due to the overDress mechanic. Bastion is a G3 based deck that doesn't have a lot of G3s to play with so it's a coinflip as to whether or not you can play the deck correctly, Magnolia needs Persona Ride to be threatening and Seraph Snow barely works due to the AI actually playing around Prison unintentionally.
tldr; imo the best decks to start with are Bruce and Nirvana.
But i like prison the most for now
even I have the full set of 'em!
...along with the other decks that I know will be in the game, some post-launch.
