Undo can put the game in an inconsistent state

I encountered an example of this in 9-8 (spoilers): https://imgur.com/a/3rzyAMJ

Seems that when the following happens undo will put the game in a different state than original:

1. At the end of a sun phase, Sun gets pushed sideways by Moon and falls below a moon phase only block
2. Make a move during moon phase
3. Undo, now Sun is above the block instead of below
