You can set it on a per-game basis, at least with NVIDIA, not sure about AMD.
I use SSAA in control panel provides better results.
On the "Manage 3D settings" menu of NVIDIA Control Panel (under the 3D Settings heading on the left side), click the "Program Settings" tab. Next to the drop-down menu under the "Select a program to customize" heading, there's an "Add" button. Click that and select Warriors Orochi 3 Ultimate: Definitive Edition (it should be near the top of the list if you've played it recently) then click "Add Selected Program". Once you do that, you can change the settings under the "Specify settings for this program" heading (be sure to click Apply when you're done changing them) and they'll only apply for WO3U.
In general, without that added bump of FXAA, I'm noticing the AA the game ships with is either busted or poorly implemented to the point that it's actually messing up some of the shaders/VFX the game is supposed to have, specifically what ~seems~ to be volumetric lighting/depth effects.
There's a couple of other JP games that got PC ports that couple some of the game's VFX to their AA setting (MH Rise was one of these until recently), and I notice that forcing FXAA on instantly fixes most of the issues with depth between character models and objects+the ground behind them. To an extent, the game is ~supposed~ to look soft in spots. Only other big thing I'm noticing is the shadow textures are a bit jagged and I'm not sure if it's a port issue or not {EDIT: checked, this is an issue the PS4 version apparently had, Koei kept using the lower-rez PS3 shadows instead of upgrading them, so Steam has this issue too}, but smoothing those out somehow {would probably have to be mods since it's Koei's assets at work} would also probably help fix up some of the visual noise going on.
Overall, I'm VERY happy with the PC release, hopefully they continue to patch and improve the few remaining minor issues - audio balance during non-CGI, in-engine scenes needs boosted for sure.
