How to Recruit/Invite the Shaolin Monk and the Wheelchair Detective?

After 20+ hours, I went to the back and saw a Monk who was recruitable, but I couldn't up his Affection. I totally forgot about the wheelchair detective and not sure if he is recruitable after doing his story quest.

Monk in Shaolin temple is involved in another side quest (Red Haired guy in the town west from Shaolin temple), so you might need to complete that first.

Ah ok. Dang... I know some quests are time specific so I probably missed out on it. I only remember to go to the bottom village to do the wheelchair guy's quest before an event. With the Vast map it is time consuming to go back and forth checking every place to see if there are quests and/or side quests. Thanks.

I havent finished wheel chair guys quest yet because it was really difficult
but ive been told the game will literally let you know the point of no return for his quest
(and i assume any other characters that have plot sensitive questlines)
