Unable to trigger Eastern Sea DLC

Just finished the Silk Feast questline and finally bought the Eastern Sea DLC. Unfortunately I can't find any way to start the questline. I've been to Immortal's Crossing and done the "Pirate Insider" quest and talked to the captain, but I can't find Bu Weiyue or trigger anything related to her. How do I get this going?

you should trigger a cutscene at pingkang city (as long as you've not gone to jinglong city nanjiang in the main quest yet) where you see her and get a quest.
