this happens if you give the golden scorpion to a healer from Gusu city (a variant of the great herbal healer) and she offers to heal someone in gratitude. So the question is, who can be healed?

Leng Wuqing
Moli
The wife/girlfriend of the recruitable former bandit (can't recall his name)
I believe the General at the Pass

The character recruitment guide does list quite a few characters the Herbal Saint can treat. Keep in mind, its possible to recruit her without giving the Golden Scorpion to the Gusu City Physician, but it requires the peaceful resolution to the Nanjiang Arc. If you recruit her that way, she'll treat everyone, rather than just the one person you request be healed.

The options for her request to heal people include Leng and Moli. Ouyang Xue is an option but you can't actually heal her.
When you can recruit her into the party she will heal Leng if you had chosen Moli and you can bring her to Wudang to heal Moli if you chose Leng.
She can also go heal Kong Liang's uhh wife in Tancheng City.
Go to Liao City (Yi's Hometown) in the north and you can bring her there to heal Yi's dead friends father.
She has a pretty useful role in healing the general of Xungu Pass, and if you're going for a certain palace leader ending she will be able to save and heal Shang Song.
