How do I get dark offerings to complete the Sacrifice Altar questline?

Afaik It's based on the single biggest Dark Offering food source within borders, so big fat Whale. At least that's what worked for me. Can probably do it with Elephant too.

Its a tag that appears of biotica after you start that era. I'm not sure why the tag is hidden until you start that era, but you should be able to see it on a handful of biotica.

The biotica that count get a blatantly obvious big red tag in their tooltip telling you which is a dark offering.

There are different ways to do that era. Food isn't required.

I got an altar worth 2730 wealth and 54 blood from a secretary bird. The bird is a half and half food and wealth apex 3 star so an eligible one with pure food would probably do better.

Yeah, I haven't exactly gone for it a bunch of times, so I guess it's just happened to be food each time I've tried.
