Bug: "Have at least 2 Element Biotica within borders" not working

I got this requirement. I had 1 Element Biotica within that city's borders. I added a 2nd Element Biotica within that city's borders. The requirement was not fulfilled.

Is its the monumental city quest?
The quest is asking you to get 16 points in 1 city and 2 elemental biotica in a second city.

Hmm just had it happen to me and I need to add 2 new Elemental Biotica types to the city after I got quest.
Any tupes that already exist dont count.

don't know what an elemental biotica is but not having 2 failed the game for me cant find anything explaining what one is or why i couldn't do anything to stop it

Its biotica items with the elemental tag from rock/frost giant like Stone.

I just completed the 2x Element Biotica thing just fine. Not all stone-like things are Element, you gotta read the tags. The reddish rock and the Quartz of the stone guy are Element.

In my case I did check for this, and the things I had did have this tag. Not sure about the others commenting, though.

had the same issue had stone and flint but game didn't recognize, i replaced stone with a plant, and replaced the plant with stone and it worked.

The blue science one.... thats elemental place mossy stone to fix it
