I need to report such an obvious issue that's been there from the start?
As a player if I have to add such a fundamental issue to their list to have them discover it then I'll uninstall the game now because there is no point in trying to play this anymore.
I've decided to just not play reforger again. I grew so tired of things like this in the Arma series that it put me off dealing with anything BIS related ever again. I thought maybe from their rhetoric they had entered a new phase of developing but they haven't. I'm damn sure not buying Arma 4 straight out the gate if at all.
It's a shame because I love the premise of Arms and modding.
Go to settings, set the Window mode to "Windowed" (if it isn't already).
Then lower your resolution to something like 1280x720 (something smaller than your screen).
Switch back to "Borderless fullscreen" in Window Mode.
Now set the render scale to 100%.
Now the game should stay in borderless fullscreen forever. Just don't touch the Window mode option anymore, or that will make the issue come back. If it does just repeat the procedure. (credit to Tvrdi)
