The AI is still a constant work-in-progress, but they also recently received an early driving, smoke, medical and cover mechanics and their behavior is quite playable nowadays. Do note that they have no ability to fly vehicles yet. There are also no vanilla tracked vehicles like IFVs or tanks in the game.
Performance depends purely on your specs, as there's no similar engine CPU handicap with Enfusion engine like there was with Real Virtuality 3. The game is more GPU limited this time around.
Edit: Multi-core optimization is also finally coming to Arma 3 and it can be tested on experimental dev branch. You should check it out and see if it helps with your framerate on that game.
