Build an Ammunition Supply Point. Go to it and configure your loadout and then there is an option to save the loadout. Any ASP you build at new bases after that will have the loadout available and it defaults to it. If you spawn in at a base without an ASP, you will only get the default loadout. So the first thing we build, unless there is another structure requirement, is an ASP at every base.
