The Game Master mode lets you lay out troops either on the fly or where you can save setups for later. The Workbench is also available to anyone who owns Arma Reforger on Steam, and while it has a little more of a learning curve, it does have some powerful tools to make scenarios if you're inclined to spend a little time learning.
Thanks @Nillers, understandble considering the play-testing nature of reforger.
Is the editor still just in development, will we still be seeing it or alike in Arma4?
