simple enough for the average gamer? unfortunately not yet.
So yes, it's crude to say the least. I haven't played any user made missions in a while, but the last time I did, the missions were poorly made, extremely rudimentary, to the point of being very boring. The missions were so basic, and simplistic, that nobody would even have played them in Arma 3, but because of how crude the mission making is in reforger, that's all people were able to make.

That video is almost 1.5 years old, and is likely somewhat, or completely outdated.
Maybe the Eden Editor was too much for some people, mission making isn't for everyone, but the process of creating a playable unit was about as straight forward as can be. Creating an entire group and setting a few waypoints was only a few clicks away and didn't really require much knowledge in how the game functions to be able to do.
Setting up a very simple firefight was a matter of 2-3 minutes of plopping down a few groups and giving them a few waypoints back in Arma 2 and 3 alike.
Arma Reforger is, maybe powerful, but way beyond user friendly. There's a lot more steps involved to achieve the same thing and from the looks of it, felt like it was mainly geared towards modders rather than the average player looking to mess around with the AI a bit.
It's a shame too, as I spent most of my playtime in the past games in the Editor messing around. That was THE single best feature of the game for me.

Yes, most of my thousands of hours in Arma 3 were in the Eden editor, it's an amazing part of the game.
I don't want some lame in-game mission editor made for consoles. I hope that they will include a proper Eden like mission editor in the enfusion workbench tools for Arma 4.
The game is out of Early Access, so I would consider it complete. If there is no editor, then that answers the question. Unfortunate.
Yes, there is not mission editor like the Eden editor in Arma 3, and there are not plans for one in the roadmap.
