I'd say to persevere with Arma3 and keep an ear out for Reforger developments.
I like reforger but can't really wholeheartedly recommend it to anyone who wants to *just* play.
For those who want to support the devs it's great to see it (slowly) evolve.
I'm really keen on Refoger and a "fan" but I rarely play it.
Reforger is still being worked on in spite of slow development process ( part of me thinks they were still sorting out baseline game bugs up until this point) . the Experimental build of the game had functional Ballistic vests added plus a health/medic system at the very end of June. Its only a matter of time before main build gets these features added in, and servers start filling up again. dealing with lack of content is also somewhat easier to deal with if you play on modded servers.
that being said arma 3 is on summer sale for 75% off. so its a good opportunity to buy it.
