Rather than allowing yourself to address them on a case-by-case basis, you can actively preempt these situations by extending that time window.
How you can do this is to practice situational awareness and movement fundamentals, the product of which is maneuvers over terrain.
The "How not to get shot" section in the Basic Rifleman page of dslyecxi's TTP2 can provide some food for thought, and the whole document is an excellent reference for beginners and advanced players alike:

It's hard to address your broad and generic problem without writing a full-blown guide, so you may want to post more specific questions after thinking over your experiences.
