I argue that it depends on setting.
Reforger is set in the 1980's there simply wasn't enough women in the armed forces to warrant dedicating time to create a whole new body model and new animations when they have yet to release their first major planned update,
and considering two out of three factions in the game didn't truly make use of women in combat roles at the time and the third being a relatively minor faction and thus not a large priority within the game... eh?
if Arma 4 releases and is set in [for example] 2001-2035 again I would expect and support women to be modeled in the game... if it's set [for example] 1950-1990 I don't care if they exist in the game or not...
Women do not NEED to be crammed into games they don't logically fit into... if they belong that's great and should be there... but I don't need or want a woman running around the beaches of Iwo Jima or the Trenches or Verdun.
Same thing goes for men... if a game is set on Wonder Womans island I would be kinda miffed to see men there... though I also probably wouldn't be playing a game about super Heros... and especially not one based around Wonder Woman... gimmie hulk or... ♥♥♥♥♥♥' Spider Verse.
I'd argue Reforgers purpose isn't to have much in the way of flavor content be it ambulances or women.
It's purpose is clearly to cut down the cost of QA for both the engine and what I assume will be the "Arma 4 format." while letting the Modders get familiar with the systems.

I honestly don't hate it either, they've been leaning so heavy into modding that I dont think we need to worry over much if BI releases with a very focused setting for Arma 4, modders will have it expanded to cover every era from 1911 to 2020 pretty quick.
I mean I can already go from playing in the trenches of 1916 to fighting the covenant at Reach in 2552 then back to halting the Germans at Tobruk...
Arma 3 has been propped up by Modders for a decade, and they'll probably do it again for Arma 4 whether people love it or not.
It would only be fair to re-add them as this game is a direct sequel to that.
Me thinks thou doth protest too much. Maybe the option to play as a female is too much temptation for some. They might not be able to resist the urge to step into a female character and "be themselves".
