There is on no vanilla feature but if you search Mag Repack in the Workshop there is a MOD that works very well. Simply drag partial mag to another partial mag and it transfers. Drops empty mags.

Do you mean combine the ammo of two low mags together ?

If so, that is already a feature.

Like to know aswell.
ATM, I just drop almost empty mags to not rely on the counter, just to reload and have just 5 on the mag.

Thinking about it, tactical reload (drop the mag without saving the used one) should be a thing.
