It must be a step in the right direction.
VR isn't something that should be half baked and the games that make best use of VR were designed from the bottom up with it in mind. Vehicular simulation is simple, it does not have moves outside the range of a flatscreen player; the problem would be for players on foot.
As example for infantry combat how would the VR player's advantage and ability to take cover or handle items be in game, what degree would the interactions have to be aliased for server and clientside, would the syncing catch up and just as some servers in Arma 3 forced certain kinds of shadow rendering to avoid unfair advantage. These are problems that have to be addressed on top of the regular issues in a complex mil-sim game.
There aren't many games that do this for a reason, its complex. I saw No Man's Sky VR to non-VR interactions and they had to be limited server side quite severely.
If it is to happen it must be done right and to be done right it would need a ton of work.
