Playing around with the Scale setting in windows display I noticed that the resolution of Arma Reforger would change. In windows display settings I changed the resolution to 1920x1080 at 100% and Arma would display at 1920x1080. I changed it to 2560x1440 at 100% and Arma would launch at 3860x2160 for some reason, but then at 150% scale Arma displayed at 2560x1440. So I guess play around with those scale settings until you are able to get Arma to display at your desired resolution.
Locate the file Armareforgersteam.exe by right clicking Arma Reforger in your steam library then click Properties>Installed Files>Browse
Right click the Armareforgersteam.exe file and go to Properties>Compatibility>Change High DPI Settings
Click the box under "High DPI Scaling Override" and set the scaling override to be performed by the application.
This should fix the issue and the game will now launch at whatever resolution you have set in windows/nvidia/amd without applying the scaling.
