I tried playing on both 1440 and 1080 and both on highest and lowest settings and still get the same results like when i go to lowest settings and on the lowest resolution my fps is not affected at all straight up nothing changes.
Every time there is more than 2 people firing guns and or an explosion happens and or I use the PiP scopes my fps goes to sht and my gpu utilization does not go above the mentioned 7%.
Went ahead and tried it, threw everything on ultra disabled vsync and frame cap on 144 on 1440p and now I am getting 15 frames at all times even when out of combat and cpu usage is at 12-14% while my gpu is at 10-15%
My CPU and GPU usage is at max 25%
Game runs like crap

I would hate to think of the money and hardware involved to really make this thing flow in combat like some of the older ones did so many years ago.
I think I watched drewski and he was getting around 70 fps which is a very good amount of frames, until you realize he is on top of the line hardware.
