Anyone seen this brightness issue before?

I have a weird issue where the game change the brightness level of everything depending on where I'm looking.

If I'm looking straight forward or up, the entire view will be very dark (even though it's daytime in game). But if I then look down slightly, the entire view brightens to normal. It's making the game very hard to play. Any idea of the cause of this or possible fixes?

Do one at a time so you know what fixes it. It looks like some sort of auto exposure function.

Disable any mods.
Disable any windows HDR settings you might have enabled.
Reset graphics card control panel to default settings.
