flickering white dots all over ground

I'm having this issue, specifically at night, where the ground is just covered in bright white dots. Makes the game super unplayable. Haven't had this issue before, now it is persistent.

Did you ever figure out what caused this? I have it along roads at night when I scope in.

i think it was some combination of my graphics settings. i made it better by changing some stuff, maybe AA. I have sense gotten a new computer.
