Yeah, same here. Granted, there's definitely some brightness things in Reforger that can be a little jarring - I experienced a blindingly bright sky the other day for example, when the sun came out after a rainstorm in the late afternoon - but even when they're kinda overdone, you can normally still tell where they're coming from and what they're going for. And there's definitely not such a strong difference between Reforger and other games for me.
So what you're seeing really isn't normal... but I'm not sure what you could do about it right now. I think I would probably get into my settings, first in my monitor, then in the drivers and then the game, just ♥♥♥♥ around with things that sound related until there's observable effects. Sorry mate, not super wise but that's all I got.
If I had to blindly wager money here, I'd say it's the NVIDIA driver. somehow. Again, just a hunch though.
