I understand that part, But can you command your squad in 1st person. For example order them to get in/out of a vehicle, order them to move to a location in your field of view? Set their ROE?
Move there, follow me, hold here, suppress there, get in / out, Heal yourself.
That's the extent of the commands you can give on the ground.
You don't get anything to do with RoE, Stance, Formation, setting up fire teams, they don't communicate anything with you to keep you informed about what state they are in or what they see, you cant queue up waypoints or tell them to move somewhere using the map, compared to 3 it really is quiet basic.

Edit: You also need to make sure you are spawning into the game world as a player, not assuming control of an AI unit. Set a spawn point, add a faction and then go into the mission through the Respawn menu.

Before playing Game Master, maybe you should do the training. This is explained and teach in the training.
Yet I still cannot recruit AI to my squad........
